TREASURER’S REPORT BY DON LOWTHER, MOTION TO APPROVE BY RON LAMONT SECOND BY RON EICKHOLT. PASSED BY BOARD.

REPORT FROM CAPTAIN JASON GOSTIAUX ON COMMERCIAL FISH SURVEY’S TAKEN IN WESTERN BASIN OF LAKE ERIE IN SPRING AND FALL. THE RESULTS ARE IN AND THE 2015 HATCH WAS FANTASTIC 2ND ONLY TO THE 2003 FOR BOTH WALLEYE AND YELLOW PERCH. CANADA REPORTED THE SAME THAT IT CAME CLOSE TO THE 2003 MEGA HATCH IN THE WESTERN BASIN OF LAKE ERIE FOR WALLEYE, YELLOW PERCH AND WHITE BASS. SIGNIFICANT LOSS OF EMERALD SHINERS IN WESTERN BASIN COULD BE DUE TO ALGAE BLOOD.

REPORT BY PAUL PACHOLSKI ON WATER SAMPLES TAKEN BY CAPTAINS AND TESTED FOR ALGAE BLOOM. THAT DATA COMPILED AND PUBLISHED “CHARTER BOAT SAMPLING DATA”

PAUL AND DAVE AGGRESSIVE REPORTING TO MEDIA THAT LAKE ERIE WAS “IMPAIRED” ALSO TALKED ABOUT THE “TMDL” TOTAL MAXIUM DALY LOWS FOR FARM TESTS.

DAVE REPORTED ON TAKING OFFICIALS FROM LAKESIDE OUT TO SEE LAKE. SWIMMING WAS SEVERLY IMPAIRED AND A DIALOGE OF INSTALLING A SWIMMING POOL WAS TO TAKE PLACE.

BALLVILLE DAM UPDATE: OHIO SUPREME COURT APPROVED PUTTING ON FALL BALLOT TO VOTE FOR OR AGAINST: RON EICKHOLT MADE MOTION TO PUT IN NEWSPAPER THAT LECBA ENDORSES THIS ISSUE.

RON LAMONT REPORTED THAT ROTARY CLUB OF TOLEDO WAS HOSTING THE FIRST “LAKE ERIE WATERSHED CRISIS CONFERENCE” AT GRAND PLAZA HOTEL IN TOLEDO, OH OCTOBER 23, 24, 2015. DAVE SPANGLER ALSO ADDED INFORMATION BUT CAN NOT ATTEND.  

PRESIDENT PAUL ASKED IF RON LAMONT & RON EICKHOLT WILL ATTEND THE TWO DAY CONFERENCE TO REPRESENT LECBA.  RON LAMONT WILL ATTEND.

LECBA BOARD MEETING Sept. 14 2015

Porkys Restaurant 

 

The meeting was called to order at 6:55 PM by President Paul Pacholski

Motion to accept the reading of the minutes by Ron Lamont.  Seconded by Ron Eickholt.  Passed by the Board

Treasurer’s Report by Don Lowther.  Motion to approve by Ron Lamont.  Seconded by Jerry Abele.  Passed by the Board.

Stone Lab Day was cancelled due to lack of participation. 

Paul Pacholski and Dave Spangler attended a retirement party for Jeff Reuter on Saturday, September 12 on South Bass Island.

Dave Spangler and Paul Pacholski are currently involved in the Healthy Water Ohio Initiative

Dave Spangler handled three events at Maumee Bay involving the National Wildlife, John Deere, and Nature’s Conservative.  All involved with farmers and the issues surrounding them

Paul and Dave have taken a more aggressive approach with the media regarding the health of Lake Erie. 

“Lake Erie’s western basin is impaired” is being pushed to the media.

There will be an Economic Impact Press Event on Thursday, October 8, 2015 at the Lake Erie Shores and Islands in Port Clinton at 11:00 AM.  Parties planning to attend are the Mayor of PC, The Jet Express, Carrol Township Water Dept., Nat’l Wildlife.

Water sample kits:  If you are unable to take sample on Monday, a sample on Sunday evening is also acceptable

The next Lake Erie Commissions meeting is on Wednesday, October 7, 2015.

            --discussion pertaining to the regulations of getting fish from the boat to the cleaners

--one day licenses must be signed by law.  It is the responsibility of the customer not the captain

            --expressed interest in informing the LECBA about possible law changes to avoid issues

            --Is the Michigan/Ohio border being checked for over limit? Being checked into

--Wildlife officers and ODNR working together on duel patrols? Maybe in spring…not at this time

 

Stone Lab is set for Thursday, August 27, 2015

 

Lots of press going out about the algal bloom.  Dave and Paul will begin aggressively talking with media.  Motion by Ron Eickholt for them to start making harsh statements using discretion.  Seconded by Rick Unger. Passed by the Board.

 

Dave Spangler: “Healing our Waters” through the National Wildlife Federation next year in Sandusky, OH    Should we sponsor? Have a booth? Donation?

 

Rick Unger will be attending a meeting for the Chicago Waterways /Asian Carp on August 26, 2015

 

Sportsman Alliance:  Adam Wright 419-651-9925 is asking for the donation of a fishing trip. Call for information if interested.  The annual meeting will be held in September. We will not be purchasing a table at the event.

Dave Spangler is still looking for interested parties for an upcoming business opportunity:

    There is an excellent opportunity for additional charter business coming up next year as Cleveland hosts the Republican National Convention July 18 – 21, 2016.

    In preparation, the LECBA will be presenting a promotional package that will be available to all state committee representatives at their meeting in Cleveland during the first week of August 2015.

MS Tournament was once again a success.  31 boats were booked for the event.  Over one million dollars has been raised since the start of this tournament.

Jason Gostiaux from ODNR discussed tagging and location of fish.

 

A log book is not necessary.  Just a listing of how many members on board.

 

There will be a water sampling refresher course on Monday, May 18 at Wild Wings.  Time to be determined.

 

Date for Governor’s Day is still unsure.  Invites will go out as soon as a date is confirmed.

 

A motion was made by Chris Moore to give Sandee Abele a stipend of $150 a month for her work with the Drug Consortium.  Seconded by Barry Witt and passed by the Board.

 

Discussion pertaining to first mates being members in the drug program under a licensed captain.  Conversation was tabled until more details are looked into.

Treasurer’s Report by Don Lowther. 

 

Thank you to Adam Welsh and Welsh Publishing for the donation of LECBA boat stickers.  Stickers will be distributed with upcoming paid dues membership in June.

 

The LECBA was recognized with an award for its water testing efforts by the Environmental Education Council of Ohio.

 

Upcoming meeting at the University of Toledo with the Great Lakes Commission/Ken Davis/Ohio EPA.  Paul will keep us posted.

 

Ballville Dam:  still unknown as to what is going on.  May be put on the ballot.

 

 Motion made by Ron Eickholt to donate $500 (as we did in October 2014) to ODNR to support the purchase/upkeep of fish locators.  Seconded by JT. Passed by the Board.

 

Mike Budzik thanked the Board for our continuing efforts to help Lake Erie and for the donation of fish used at conferences in Columbus.

 

Invitations for Governor’s Day should be going out soon.  An alternative to fishing is going to be presented to those that may not want to fish.   Participants may have the option to board a research boat and enjoy an educational hands on experience through the Stone Lab.

 

Ron Eickholt expressed concern about the drought out west.  We should start thinking/doing something now.

 

Randy Lily discussed the issue of restocking the Lake with personal resources/finances.  Jeff Tyson was available to answer questions and concerns about the situation.  He will talk with the Lake Erie Committee and get back to the Board.

 

Jeff Tyson will check into the issue of a boat limit/individual limit.

 

Paul is going to check to see what is needed in the event you get stopped by the Coast Guard.  Log books, licenses, documentation, etc.

Ballville Dam:  a lawsuit has been filed.  Nothing going to be done as of now.

 

Ohio Legislative meeting in Columbus Wed. March 11, 2015.  Paul will be attending.

 

Paul Pacholski is going to check on the possibility of stocking fish using our own financial resources. 

 

Great Lakes Commission meeting March 23-24 in Ypsilanti, MI.   Dave Spangler will be attending.
