Congratulation to Dave Spangler who has been named Captain of the Year .

Senate Bill 150: a voluntary farming bill is basically worthless. Things have changed. Paul and Rick will be attending a meeting to make statements regarding the bill.

Algae bloom: this is the 2nd worse bloom reported

Paul Pacholski will be recommending to the EPA their be a Lake Erie Czar. His recommendation will involve everyone reporting to one source.

November 20-21: Dave Spangler and Paul Pacholski will be attending a meeting on the Asian Carp issue. They are going to urge action ASAP.

The LECBA recently received a thank you letter from the Stone Lab for our recent donation.

President Unger accepted the Cardinal Award from the State of Ohio for the LECBA. The Cardinal Award is a thank you offered for hard work. The LECBA was recommended for the award by an ODNR member.

December 13, 2013: Paul Pacholski will attend a Summit meeting at the Visitors Bureau.

Rick Unger will be representing the LECBA on the Ohio Sportsman Council.

Phosphorus reports should be out shortly. Canada is pushing extremely hard for restrictions.

President Unger attended a meeting in Chicago on Asian Carp. Recommendation to resolve the issue is to close the channel. Waiting to see if they act on the recommendation.

 

Motion made by Pete Scheid to name Rick Unger as the LECBA’s new executive director to represent us on a variety of committees. Seconded by John Tucholski. Approved by the Board.

Welcome to Jim Stouffer of the Catawba Island Club (CIC) as the LECBA’s new Business Director. He will be taking over for Jeff Goehring. Thank you to Jeff for his years of service to the LECBA.

Ron Eickholt presented the request of the Border Patrol to attend a meeting to discuss any current issues.

There will not be a December meeting. Next meeting will be Monday, January 13, 2014 at Porky’s Restaurant

President Unger announced that this would be his last meeting as active President. He will continue to be an active member and assist in any way possible.

President Unger met with Mr. Novotny in Cleveland in regards to medical examinations for licenses. If you have any medical issues you are encouraged to start the process early as it is going to be difficult. President Unger suggested CK licensing for assistance.

President Unger spoke with Mark Boble (U S Coast Guard Marine Safety Officer, Cleveland) about the documentation issue this past summer. There is currently a standing order that if you have OH numbers or are documented you are good.

Sept. 26: Rick Unger attended a LEPMAG meeting

Sept. 30: Rick Unger and Don Lowther attended a meet and greet with the Governor in Columbus.

Oct. 9: Paul Pacholski attended a meeting with Karl Gephardt (ODNR) in Port Clinton to discuss algae issues.

Senate Bill 150 (farming bill to keep phosphorus out of the Lake) is being pushed to the general assembly.

 

Oct. 30: Rick will be attending the CAWS meeting in Chicago

Nov. 18-20: President Unger will attend a LEPMAG meeting in the Cleveland area and report issues to Paul.

Presentation by Jeff Tyson: Division of Wildlife

Below average walleye hatch but slightly higher than the last two years.

Better than average yellow perch hatch.

Things look decent.

December 13, 2013: Sport Fishing Summit (first meeting) will be held at the Visitor’s Bureau in Port Clinton to discuss feedback from the fisheries and set expectations.

A plan for Ohio Asian Carp has been sent out for review and how to handle them/minimize the introduction to Lake Erie. Should be implemented within the next 4/5 months.

There will not be an election for officers this year. New officers beginning their terms in December:

Business Member: Jim Stouffer (Catawba Island Club)

The Board received one nomination for Captain of the Year. The nomination letter will be sent out to the five voting individuals for approval.

Presentation by Mike Budzik: Former Chief of the Division of Wildlife

Encouraged the LECBA to stay on top of the algae issue….be persistent

House Bill 65 - expressed his opinion on voting NO, that it is taking away from our wildlife funds.

Thanked the Board for there continuous support on Lake Erie issues.

Rick Unger thanked the Board for many great years as President. He expressed his gratitude for the Boards support and will continue to do what he can!

Paul Pacholski discussed his day of fishing with Senator Portman. It was an outstanding day. The Senator knew his issues and was attentive and responsive to the needs of Lake Erie.

Ballville Dam:

Mayor still trying to stall. Ten horse power motors can be used in the reservoir. Plans are back in progress for its removal.

Stone Lab Day at Gibraltar Island went well. Another very informative and productive day in the lab, classroom and on the water.

Paul Pacholski recently spoke with Jeff Tyson concerning this years hatch. Not all the numbers are in but is looking to be below average but better than last year. Jeff Tyson is scheduled to attend the October LECBA meeting to answer any questions captains may have.

Motion made to make a $500 donation to the Ohio Sea Grant Stone Lab. Passed by the Board.

Nominations for Captain of the Year must be received by Saturday, October 12, 2013. Nominations can be mailed or emailed to Rick Unger. Any nominations received after the 12th will NOT be considered.

Presentation by US Coast Guard members Charles Bright and John Adkins:

Gentlemen expressed to the Board that charters are not being targeted. Officers don’t know who they are boarding when they stop you. If your vessel is over 5 net ton you must be documented. Call and check if you want clarification for your specific vessel. 419-418-6001. An appointment can also be scheduled to check out your boat.

Dave Spangler attended a meeting in Cleveland on Wed. June 5 with the GLRI. They are working on setting up an action plan for next year. Looking for suggestions as to where the money should go. Maumee River, Nutrients affecting Lake Erie, evasive species. Open comment expires July 12.

Governor’s Day is Wed. July 10, 2013. Invitations have gone out. Currently have 19 captains looking for one more. If interested contact Peggy at 937-414-6742.

The collection of water samples for the EPA will continue this year with several changes. There will be a meeting held the week of June 17 for interested captains. Contact Paul Pacholski if interested.

Received an email from Nautical Academics Captain’s School offering classes and upgrades on licenses. Contact Bill Ortmann for more information at 727-891-1437

Received a certified letter regarding the lawsuit against the EPA for open lake dumping. An appeal has been scheduled. President Unger will most likely attend.

The organization was contacted by Woods and Water wanting to share logos on websites. No money involved. Would give the LECBA exposure. Motion made by Pete Scheid to share logos. Seconded by Mel Fenger. Approved by the Board.

Eric Gahn presented a letter to the editor from the Toledo Blade discussing the issue of climate change affecting Ohio walleye. President Unger is going to investigate and report back to the Board.

Stone Lab Day will be Thursday, August 22, 2013. More details to come.

Ohio Outdoor News will now only be included to those with a paid Active membership. Any other paid members i.e. affiliates, sportsman, etc. will have the option to continue their subscription for an additional $15.00. Deadline to keep your subscription uninterrupted will be October 15, 2013. This option will be available with membership renewal forms that are mailed in June.

Mel Fenger will be setting up a meeting with Coast Guard members to discuss the standards for being stopped on the Lake and what they will be looking for. He will report back next month.

Mike Matta will be attending the June meeting with information on Captains Insurance discounts.

Governor’s Day is Wed. July 10, 2013. The day will begin at the Visitors Center.

Ron Eickholt attended a meeting with the EPA pertaining to the Bayshore Power and a Coastal Restoration meeting discussing habitats and current ongoing studies at the University of Toledo.

Richard Ellis from the VFW spoke briefly about taking Wounded Warriors fishing this fall. He is looking for interested captains to take groups perch fishing Sat. Sept. 21, 2013.

Ohio Sea Grant is going to continue to monitor/study the phosphorus and algae this summer.

Rick Unger and Paul Pacholski attended the US Sportsman Alliance meeting in Columbus. Governor thanked Rick for all his work concerning Lake Erie.

Discussion pertaining to the birds on Lake Erie. Possibly have a speaker at the May meeting to update us on the situation.

Drug Consortium: The draw for drug testing of members is now at 25%

Ballville Reservoir is currently being filled.

TAC meeting will be in Niagara Falls this year. Rick Unger will attend if the LECBA will take care of expenses. Motion by Dan Welsh to cover his costs. Seconded by Dave Spangler. Passed by the Board.

Report that hatches have been consistent (not great) over the last few years.

Dave Spangler invited all to the Water Keepers Conference on Thursday, March 21, 2013 at Lourdes College in Sylvania. There is a $25 fee that can be paid at the door.

Ron Eickholt discussed the water levels in the Great Lakes. Levels are going down.

Joe Holly addresses the issue of sales tax wanting to know of upcoming hearings or discussions. Board members will keep us posted as things evolve.

Currently there is no set date for Governor’s Day.

LECBA will donate $500 to Sportsman Alliance banquet

DNR Position Seasonal Fisheries Position available $13.44 per hr. 

Paul Pacholski and Mel Fenger discussed sales tax proposal that would go into effect next year requiring fishing guides to charge a 6.25% sale tax for charters . This will also entail extra paperwork and costs for all of us . The tax is regressive and places a greater burden on those with lower incomes . Not good for us not good for the economy.

Director Zody DNR would like us to go on record opposing free licenses for seniors as it would cost the DNR a loss of revenue. 

Ballville Dam project seems to be stalled . Not expecting removal till 2013 or 2014 , If dam is not taken out city would be liable to 6 to 10 million dollars 

Large part of Stone Lab funding has been eliminated They would like our help

Trying to coordinate water pickup after large rain events with State EPA possibly getting funds to help with fuel costs to captains.

Bonding issue for Officers still at issue . Don Lowther will research and report back to board. 

Bob Tempero from the MS society Announce the MS fishing tournament for this summer it will be held on June 5 2013. This their 24th year . They appreciate all the help LECBA has given them . Looking for 30 boats. Captains meeting the night before and dinner after tournament. $300 stipend to captains to cover fuel and bait.

Recently received a bill for insurance that the organization has carried for a Dishonesty Bond. Motion made by Paul Pacholski to not renew the policy. Seconded by Pete Scheid. Passed by the Board.

Motion made by Mel Fenger to send a $50.00 retirement gift to Vicky Mountz. Seconded by Eric Gahn. Passed by the Board.

President Unger attended a LEPMAG meeting in Windsor for the model re-write for walleye. More details to follow.

LECBA received a request from the National Wild Turkey Federation looking for charters for a Saturday/Sunday in June for children. If interested please contact Rick Unger. They will also be present at the Captains Conference.

January 11, 2013 Paul Pacholski attended a meeting in Columbus with the DNR and EPA on the phosphorus monitoring on Lake Erie. There are not enough funds for continuous monitoring. They are hoping for the continued support of the captains in collecting water samples.
